PTO uses a hydraulic clutch and brake system. Need a service manual and pressure gauges to check. My 7710 does it at low engine speeds, stops at high engine speeds. This is a sign of low hydraulic pump pressure or (in my case) it's worse when dual power is in low. That's a good sign of internal seal leakage on the dual power unit low speed side.
