Battery will not charge

I can not get the battery on my Cockshutt 40 to fully charge. The tractor will run with the battery disconnected. I have sanded areas of contact to bare metal to ensure good current flow and the battery still does not take a full charge. I switched batteries and the same thng happens. Is there something wrong with the generator?
