International 3514 -- hydrostatic drive

Considering purchasing a $4,000 International 3514 diesel with front-end loader and backhoe, 3,525 hours, hydrostatic drive. The engine starts fine, hydraulics on the loader/backhoe strong. There is problem with power when driving forward/reverse. According to the owner, the tractor drives but there is not enough power to knock over a tree stump or to drive into a load of dirt to be picked up with loader. The pressure gets up to 1,500 lbs but then drops off. It should be at 5,000 lbs. Is this an expensive repair? Would I need an expert to fix the repair? Forget the tractor and look elsewhere? Any help would be greatly appreciated. Thank you - Rob
