I have had very good results using the rustoleum products. I would use a wire brush on a drill ( wear safety goggles ) Get all of the loose stuff off, then wash down with a degreasing cleaner. let dry and paint with a couple of coats of the rusty metal primer. allow it to dry for a couple of days. Then put a couple of coats of the top color on. I have used this method on some very rusty stuff and not seen any runt come thru for 5 years or more.
