4520-404T Engine

I recently checked the valve clearence on my 4520.I started engine and it did not have oil pumping out like my 4020. What would cause this? Is something stopped up? Engine has good oil pressure.Could the cam bearings be worn? I am planning on installing a kit this winter. What do I need to look for.
