I've had this problem with Marvel Schebler carbs, the regular type that are on most of the old tractors. I'm not sure if the JD carbs are of the same design but if they are then if it's not the needle and seat, then there is a possibility it is the gasket between the main fuel nozzle (the brass one that sticks up) and the carb casting. If the gasket is old and brittle and has shrunk a bit then the carb will leak. But since you rebuilt the carb I assume this was replaced (but maybe not). Those brass fuel nozzles are tough to get out without twisting them off. If you've got a cast iron casting (not pot metal), heat the casting with a propane torch (or in a gas barbeque, etc.) thoroughly and gently before attempting to get that nozzle out or you'll wish you hadn't started
