I think you're right about the first ban, then in '73? or so they put a bunch of rediculous restrictions on displacement, and carburetion. While you could (at that time) run a 400+cu in wedge, the Hemis were to be restricted to 355 cu in or some such. Of course, it was probably mostly academic, since the street hemi had been dropped from production in '72 (Ma Mopar had a choice of detuning the elephant into a mouse to meet federal emissions and fuel economy standards, they chose to retire it a legend- considering the energy crisis in '74 it might have been a wise choice - the wanton destruction of most the original big block patterns in '79 was much less so) Speakin o which, whatever happened to the Nascar rules that race cars (stock cars) had to have a certain number of street cars produced before they were allowed to run? Except for the name, today's Monte Carlos have more in common with the space shuttle than mom & pop's grocery getter.
