any reason why wheel/tire size can't be reduced?

I have a fairly steep hill (approx 23% grade) to mow, so I got a compact JD 33 hp tractor that came with stock 16" rear wheels. The small wheels help lower the center of gravity, which loosens the knots in my stomach somewhat when I go (straight) up and down the hill. However, I am considering getting a larger tractor, about 50-60 hp, because I need more power to run my PTO-driven sawmill, but most of the wheels on larger tractors are on the order of 24"-38". I've tried going up and down smaller hills on a Ford 6000, for example, and even though the tractor didn't get tippy, I got that knot in my stomach that says WHOA! Is there any reason why I couldn't put smaller wheels/tires on a larger tractor as long as I kept the size ratio between front and rear wheels the same, matched the bolt pattern, and made sure I am not dragging the bottom of the tractor on the ground? Or would I be better off looking for a turf or orchard tractor with a wide axle and smaller stock wheels? Thanks Doug
