Since you asked, I'll give you a couple of thoughts. In my area, the prices are slightly low for a tractor in good all around shape ready for work. So look closely, you may find enough problems with one of them to make your decision easier.
What is the age of the tractors, as the 2000 will be somewhat younger and a little more modern if it has the newer 3 cylinder engine. Unless you are a antique tractor purist, I would strongly consider the Ford if it is the 3 cylinder vintage and it is in good shape.
If all things still equal, determine if either tractor has power steering which you will really learn to appreciate while mowing and "playing around" (I'm not sure if IH offered ps as an option). I also can't remember if IH had draft control lift positioning. This feature won't mean anything to you for box blade, mower, or even some disk work. However, if you want do any amount of serious plowing, it is not a must, but you will appreciate. The 2000 will draft and position control.
And just so you know, even though the tractors are similar in size, the Ford has a slightly larger engine. You may never notice, but then again it depends on what you mow with that 6 ft mower.
In summary, look for mechanical problems or evidence of serious neglect/abuse. Hope for power steering. And, if the Ford has the 3 cylinder engine, lean that way for a work tractor if all others equal.
