Nick - Here's couple possibilities: 1 - Vacuum leak. Either the carb to manifold or manifold to engine gasket is leaking. Make sure all the attaching bolts are torqued down. 2 - Binding governor to carb linkage. With the engine stopped and the governor handle set at "idle", the linkage should move freely without any hint of binding. If it does not, find and correct the cause. (Note - Carburetor ice can cause this under certain conditions until the motor is fully warmed up...) 3 - Carb idle mixture setting. Is either set way too lean, or the idle circuit is clogged. Try setting the idle mix screw more rich. If no change, try gradually applying the choke. If you find a spot where the motor smooths out, the carb idle circuit is probably plugged up. Time to open and clean the carb innards! Hope something here helps...
