Simple way to check needle and seat. Install the top part (with needle, seat and float) of carb to the manifold. Hook up fuel line and turn fuel valve on. Actuate the float up and down. When down, fuel should come out. when float is up (valve closed in seat) fuel should totally shut off. If it don't you got a bad needle or seat. If not, that isn't the problem. Be careful to not let needle fall out when doing this. The float might come down far enough to loose the needle. Simple way to check float. Put just the float in a can of gas overnight. The next day, inspect float to insure that it doesn't have gas in it as a result of hole. Then you got it narrowed down to 2 or 3 things. If the float has been bent 5 ways from Sunday, then it might not be adjusted right, even if you think it is. Bending float for adjustment should only be done at one point. After you are sure that is correct, then either something is obstructing the float travel or the carb is not put together correctly. Make sure the float pin is not slipping out when you are putting carb together (had this happening to me on an H, I believe). Also, make sure gasket is not interfering with float travel.
