A few years ago, I made my first trip to Canada with a driver's license and a certified copy of my birth certificate. One of my co-workers didn't have a birth certificate with him and he had trouble going and coming but eventually got through. A little later I made a trip there after I had gotten a passport and that was enough by itself. The passport is both a picture ID and proof of citizenship. The driver's license is government-issued picture ID but not proof of citizenship. The birth certificate is proof of citizenship but not picture ID. Given the other comments in this thread, I suspect things are a little tighter now.
