Find out what volatge is getting to the starter. Cranking power drops to 1/2 if the voltage is 4.5 volts instead of 6.0Volts.
Measure from post to post on the battery while cranking, not clamp to clamp. Then measure from the starter body to the starters large post threads while cranking.
A battery with less than 5.5V across the posts is too small/under charged. If the starter has .25 volts or more drop below battery voltage there is a cable/grounding/clamp problem.
Dud cables/connections that look good & new batteries without enough power are common.
