Flail vs. Rotary - Which provides a cleaner finish cut.

I am pricing the 73inch flail vs the 90 inch rotary with agrisupply. They are about the same price with the flail being a hell of alot heavier.

Which provides a nicer finish cut? Which is easier to maintain assuming I have no rocks? Which is safer for my three children?
