'bout the most simple electrical circuit in the world, next to a flashlite. In the fuel tank is a device called a potentiometer(an adjustiable resistor) connected to a float. Electrically, one side of the pot is connected to the system reference point(ground) and the other runs to a ammeter(the guage). The other side of the meter connects to the system voltage source(battery). The battery lead should be 'switched' or the constant drain will deplete the battery when sitting. As the float moves with the level of fuel the resistance is varied causing the current reading to change. If the tank is somehow tapered or non-linear the pot has to be wound with the same non-linerity to provide accurancy.
