Tach problem

The tach in my IH 2444 is not operating. The tach itself is good, and the cable is brand new. It seems that it is not turning at the point where it connects to the distributor. Can anyone tell me how this tach operates? Is there a gear in there that might be frozen or broken? can it be easily replaced without removing the distributor and retiming the engine?
