There are two methods to work around this problem.Notice I said "work around" Since a tractor does not have a heat riser, it is a continuing problem. One method is to warm the tractor up with it running bad and all, shut it off until the engine heat melts the ice. The other method which I have used satisfactorily is to use a deicer in the gas. You see the ice on the outside of that long plenum, but, it is the ice on the inside that gives you a problem. The ice won't form on the inside without moisture and that comes in with the air, therefore, you can put the additive in the gas to keep the ice melted. It definitely won't goaway by continuous running. It just keeps building up (until everything gets warm)
