Depending on it's useage new valves,seats, guides and seals may do. Grinding seats and valves only sinks them causing even lower compression. Worn guides and worn valve stems allow wabble which will re-wear the valve/seats in just a few hours. How much does compression improve with a couple of squirts of oil into the cylinders and taking compression again. If getting into the bottom end then new sleeves,pistons and vital but often ignored is a re-ground cam and lifters. Often the cause of re-builds that are "never quite right".
