Ford 1700 cylinder head ????

I just rebuilt my engine in my 1700 tractor. I am getting oil out the exhaust, it has run long enough for any assemblly lube to be burnt off. I did a cylinder leakdown check, its perfect also they are new injectors so its not fuel. I think its coming up the head bolt that is under the intake tube and getting sucked through the motor. My question is there was a bushing on one of the head bolts and when I put it back together did I put it in the right place. I put it under the head bolt near the intake but now I am second guessing myself????
