Bruce, I don't know what you mean "tune up breaks".....I you want to clean and service them....here is what I doremove the wheels and break drums just like an old car....brush or blow out the dust and dirt(don't breath the dust).....check the bearings and grease seals(just like on a old car)....check the magnets,make sure the wires have not wore through an shorting out,(if they are that break would not work)new magnets can be bought at the local trailer supply or RV store....take one with you, replace the old magnets with the new ones.....adjust the shoes with a break spoon, re-mount the wheels .....that is all there is to it.....do one side at a time so if you forget how it goes , look at the other one......
