FROST PROOF HYDRANT

I have 2 of these on my place. One in the yard and one in the barn. The one in the barn has stopped working, no water at all the rod seems to go up and down, but no pressure. The well isn't working OT, so it isn't leaking underground? I put them in 12 years ago, 4 foot bury types. Any ideas or do I have to dige it up? Can the repairbe done from the top? Thanx, Irv
