Hi, You don't necessarily have to jackhammer your existing concrete floor, assuming your shop like many has plenty of ceiling clearance, you could do an overpour of 3 or 4 inches of extra concrete ontop of the existing floor. With the pipes imbedded in it. Water heaters are cool, but your best efficiency is actually in a water boiler designed to work with radiant heating systems. I guess it depends on how cold it gets where you live as to whether you need a boiler or not... check with some local heating contractors for opinions. Lyle.
