If you have a 3000 that has live PTO you have a two stage clutch. However, it is possible to set the clutch pedal lower, easier to reach, when not using the PTO. This keeps the second stage of the clutch from working. Check on the left side of the tractor along the clutch linkage where there is a clevis going to a lever into the transmission - it there is another hole in the clevis or link that would make the linkage longer and raise the clutch pedal higher make this change and you should have your two stage clutch returned.
