use a thread in type compression tester on the fouling cylinder and start the engine and see what the compression is when running.you may have a weak valve spring that doesnt close the valve tight.had a ford that was driving me nuts,fouling plugs,show good cranking compression but went way down when running.did a valve job,all is well
