I had the same problem recently. There is an adjustment on the linkage attached to the arm that causes the trans to shift into neutral. It takes some trial and error, but the guy that showed my how was an experience mechanic and he did it in about 10 minutes. The bracket is attached to the tranny, that bracket has holes cut in slots which allow the bracket to slide up and down. The movement of that bracket determines where neutral is at and where the unit will go into reverse. If it is set correctly and it still does not go into reverse, you may have to replace the worn linkage.
