I don't know that tractors' filter configuration but I've seen horizontialy mounted filters on car/truck motors airlock after an oil/filter change and the gauge reading can flutter or exhibit other erratic behavior. The cure is to remove the filter, fill it with oil and put it back on. Chrysler, for one, issued service bulletins on this problem years ago on the 383 and the need to prefill the filter. The V-6 Buick used in the CJs was prone to airlocking, also. I have prefilled every oil filter I've changed since the '60s, no matter the mounting orientation just for 'insurance'. Probably not your problem but.......???? :-)
