Definitely sounds like a dealer problem. I have a JD dealer 25 miles to my east and one 30 miles west. The dealer to the east is "weed eater central". If you "bother" them with ag parts they will had your the computer and tell you to tell them the part # and they will order it. Other dealer is a real ag dealer. Has a good stock of parts, and can UPS me anything I need in less than 3 days. Ordered some square baler bearings from them, came out of the whse to me and there was a mistake in the order. Called them up, they apologized profusely and sent me the correct order along with a return pick up label for UPS. Great folks. With that said all dealers are under a lot of pressure to minimize inventory and control costs. I buy filters and fluids a years worth at a time, common parts (belts, teeth, blades) too. Try to keep everything I need for a minor malfunction that I can fix in a 1/2 day or less. For major problems that would take longer to fix I figure on ordering the parts anyway, just a bonus if in stock. In reality I prefer to order and get shipped. For the under $10 it costs to get most stuff shipped I can't take an hour and a half and drive 30 miles each way.
