Int'l 454 brakes

Recently had the transmission worked on by a "mechanic" and needless to say he had a box of bolts left over when he finished. After getting the tractor home and fixing the fuel valves that he cross-threaded or didn't tighten, tightening the bolts that he didn't tighten on the transmission housing top plate, I took it for another test ride with a disk hooked up and when I made the right turn using the brake it went all the way to the foot rest and just barely helped make the turn. Does the brake line need to be bled or what do you think. The left petal just barely goes down and takes a lot of foot pressure -- just feels different. What could this clown have screwed up when he disconnected the hydralic line to service the shifter?
