the system is also tied in with the heater control switch(s). In most posiions, including defrost, it will call for AC. The AC cycles even in other modes besides AC. If there is no power at the clutch and the fuse is good, the source of the problem may be there. Is it climate control or manual temp control? Without a scanner it is difficult to see if the computer is calling for AC as it should be. Check with you local GM garage. Ask the service dept if there any "bulletins" for your model and problem. A bulletin means there is a recurring problem but does not meet the parameters of a recall. The shops are not required to notify owners but have information to fix problems as they show up at the garage. This should not cost you anything to ask. There may be a main fuse under the hood as well. I do not know your model and specifics but there could be a "max fuse" in another small fuse block under your hood generally near the battery side fender or firewall. Check your manual and good luck
