"never seen a seized live PTO ever stall a tractor" I'm not sure i'm reading this like you ment it, but i've overloaded a pto more than once and stalled the tractor. Are you asking if overloaded, will "the load" on the pto slip the clutch or stall the tractor?? If so, every tractor i've owned would stall before slipping the pto clutch. That's why there's suposeto be a "drive line clutch", or "shear bolt" on the tool you are running with the pto. This is the weak link to save the tractor. Most times if the extreme load is applied slowly it will slow the tractor down and stall it. A shock load like hitting a stump with a rotary cutter will slip the drive line clutch or shear the drive line shear bolt. Hope this helps, Robert
