In MD. ALL vehicles registered over 10,000# must stop at scales, irreguardless of whether you are commercial or private. They also have spec. books in the scales for the maximum allowable factory tow ratings for all pickups. So donīt try to go over the scales with a loaded P/U and trailer grossing 18,000. In my case the book said the maximum allowable GVW was 14,750,(ie. 3250# overweight)=$465.00 ticket. I even took it to court and it stuck. Also heard Pa. and Va. are doing the same.
