Slugish McCormick 724

I have a McCormick International 724. It has a shuttle shift system. Over the winter it became more and more sluish sometimes taking 20 minutes to seem to 'build up' pressure to move. The oil was a milk brown so I though there may have been water in it freezing up so I changed it. I checked the oil a day ago and the new is as bad as the old. The problem is it is very slow to move and needs high rpms to do so. The clutch just takes up at the top of the stroke. I wonder if I am letting the fact that is a shuttle blind me and this is nothing more than a worn out clutch?
