well it's likely that you will have to run the motor at about 1000rpm or so to make your 1000 shaft turn close to 540 (just guessing engine speed is about 1900 rpm for 540 pto speed) so now the question is do you have the hp to pull the shreader at just above idle? perhaps you can find a 1000 gearbox for the shreader.now this said I did spend a summer mowing with a 540 mower hooked to the 1000 shaft just went up a few gears and ran the motor at about 1100rpm. no one died and nothing was destroyed I just used common sense.
