As the others suggest, surging can have several possible causes. Recommend you proceed like this:

1 - Carb adjustment: Make sure the carburetor is properly set. The engine must idle smoothly with the carb throttle shaft held against the idle stop. With the governor disconnected, the engine must also run smoothly at high idle RPM (be careful not to over speed the engine here!). If not, adjust, rebuild or replace the carb as required before proceeding.

2 - Governor linkage: With the engine stopped make sure the linkage between the governor and the carb moves freely and easily without any hint of sticking/binding. Also make sure there's no "slop" from worn linkage parts. Correct binding/slop as required.

3 - Linkage adjustment: With the engine stopped and the governor control set at the slowest speed, the governor to carb linkage should fully close the carb throttle shaft, with the assist of a bit of finger pressure. If it does not, adjust the linkage as required until the governor can fully close the carb throttle.

4 - If the problem persists after doing the above, problem's in the governor itself. Could be worn rockshaft bearings, worn thrust bearing, worn flyweight pivots, weak or wrong governor spring (that's the "gain" issue mentioned by G Taylor...), or often a combination of the above. The governor will probably need to be taken off and rebuilt.
