3000 ford, rear main seal????????

Had oilpan off '65 or '66 ford 3000 w/ 175 diesel and noticed a piece of string near rear main cap. Pulled it and it came out,i'm not familure w/ this engine. It appeared to be bunched up or wadded into this grove between block and rear main cap.Is this the rear main seal, and if so,what would replace-where would I get a new one-can it be replaced w/out dropping rear main cap and if not nessasary just leave out?? I resently purchased this tractor w/ rebuilt engine and after 2 hours of light use it started blowing oil out of exaust. After tearing top end down and not finding cracked piston or ring, I noticed cylinder walls slick as glass w/ new chrome rings(not to mention no thermostat) no wonder for for blowing oil. It has never been warmed up and w/slick walls not much chance of rings seating. Cyl. walls check w/in specs for taper, piston skirt to wall clearance are .006" to .0065" A little snug. I'm planning to hone just enough to break glaze and open clearance to around .0075" to .008" and wash out inside of cylinders. Rings apear to have no damage although the gap looked tight before removal of pistons. I'm hoping to reuse these and properly gap to honed cyl walls. I would like to get 1 to 2 years light work out of tractor before doing complete overhaul of engine to rearend. Not trying to be long winded, but trying to give actual discription of what I have and hoping to do w/ insight from others. Does any of this not seem possible, or suggestions on alternatives??
