The most likely cause of braking problems with IH actuator disc type brakes is that the actuator disc's are not running true. A tale, tale sign of this problem is that disc's contact surface will look more shiny in one spot while looking less shiny on the rest of the disc of the same side. In other words the disc's high spots are mainly the only part of the disc coming into contact with the brake pad disc resulting in far less stopping power. Another dead give away to this problem is that when the brake is heavily applied for helping to turn the tractor, it will make a vibrating, groaning type noise. The only way to correct this problem is to have all the discs surfaces recut and trued properly on a metal lathe. I did this on my Farmall 300 brakes with my metal lathe and the results were amazing.
