Sounds like a valve lifter to me.....the oil drains out while setting......when you start the engine the lifter is collapsed.....what you hear is the rocker armtapping the lifter until the lifter fills with oil.....It wont hurt to run it that way, but the lifter will need to be replaced......or it could be a spec of dirt in the lifter......
