The fuel solenoid can get stuck. If it's stuck open, you might get some backfiring when you shut it off at full throttle. Stuck closed, fuel starvation as you say. Poor connection to the solenoid can cause it to go both ways.

Other causes --
clogged air intake somewhere along the line
the ignitor box has gone screwy
Also check the valve clearance. It's .010 on mine, so even a little bit off can change things.

I've got the 620 version of that engine, assuming it's fairly similar to yours.
