While it won't help with the locking lub bolt, the rest of the parts can be got apart by taking the wheel and rim assembly off the tractor, laying it down on it's side, (I know, it is heavy), and (with the bolts out that hold the body and cam to the wheel) pound the wheel out of the bodies. The body is the name Allis Chalmers gave the block of metal with the cam in it that bolts to the wheel. Once the wheel is out of the rim the bodies will come off of the rim and you can deal with them. Hammering them back and forth with the snap ring off can break them loose. Clamped in a good vise and with a long pipe on your breaker bar you may turn them. Some heat may help, but I think the cams are hardened so go easy on them or you will soften them. It can be a battle if they are rusted bad. As for the locks on the rim, I don't know. Maybe, with the bodies out of the way you could heat them a bit and not get the rim. Possibly drilling them out and getting new ones. Or making new ones if you have a lathe or know someone with one.
