1958? farmall cub

just a few questions about this cub. on the "dash" above the ignition switch, there is a circular switch/dial. what does it do?
also, this cub (serial # 210294, 1958?) is not in the greatest condition, but runs like a clock. has sickle bar mower, which also works. what is it worth? (not looking to sell; just curious)
