In answer to your diameter question, there are no definitive answers. There are too many variables to answer correctly without specifics;ie what width rim,what manufacturer and what tread type, how much air, air or air/liquid filled. A 15.5x38 Firestone 23 degree may be 65 in. in diameter on a 14 in rim @ 10#, but a Firestone 15.5x38 cane and rice tread may be 72 in dia. on a 14 in. rim @ 10# just due to the difference in bar height. To determine what diameter tire you are looking for you will have to contact the specific dealer or manufacturer, they have spec. charts based on sizes/rim combinations.
