There is really no reason a 6 volt light cannot be as bright as a 12 volt, it just requires a heavier supply wire. And a 6 volt light is more resistant to vibration. It may be that the new lights you are comparing to are halogen type sealed beams and the old ones were not. If you install a cheap non-halogen 12 volt sealed beam it is always not as bright as the halogen type.
