That case "bump" is actually a drain. It provides a way for excess gas drain out of the air passage should the carb be over-choked (flooded) or should the float valve not close tight. If yours is dripping constantly, it's gotta be a problem with the float valve leaking. You need to identify and fix the cause of the leak. Could be a stuck float, dirt preventing the needle valve from shutting tight or the float has developed a leak and sunk in the bowl. Fortunately the SM carb is simple - it's easy to take apart/clean/reassemble and rebuild kits are readily available. The drain at the bottom should have a small felt plug in it - to stop dirt from getting sucked into the carb air inlet. DON'T try to stop the dripping by plugging that drain solid! Doing so can result in the air inlet tube filling with gas. In an extreme case gas can also fill the air cleaner, manifold and even get into the crankcase - you don't want to go there!!
