I am in Wisconsin too, and the lack of a title is a real red flag in my humble opinion. With no title it isn't good for anything but parts, and even then you can't hardly get rid of what is left. Salvage yards really frown on a lack of title and most won't consider taking it. Been there and done that...it is a real nightmare. If the sellers think it can and should be restored, then they should be able to come up with a replacement title. If they cannot do that, they might not be the legal owners. Replacement titles are only $10 or $15 to the legal owners. Really that is not a big deal, and they should be willing to do that. Even if it is part of an estate, that is not a problem to get cleared with the proper paperwork. Just my two cents.
