McCormick Farm Cub problems...

My friend roped me into fixing the 6 volt charging system. Problem 1 The generator had no output voltage so I told him to have it repaired. The man who worked on it said it was alright just dirty. We put it back on and did a voltage test,we got .5 volts. Don't sound right to me.. I haven't work with generators in long time and never on a tractor. Could've I missed something or should we go to another repair shop. Problem 2 The governer is stuck. The throttle rod goes to a unit(governer) in front of the engine. What will happen if I took that unit off to see what's inside? Right now it runs pretty good and I don't want to take that unit off and have a hundred small parts fly all over the place. Thanks for any help.
