by your description the cylinder is plumbed as a single acting cylinder with the line between the ram end and resevouir doing nothing.
recomend that you replumb the line from cylinder to reseviour, to cylinder to valve. this way valve in one position will stroke the cylinder out and return oil on the ram end line to the valve. in other valve position oil will be sent to the cylinder, retracting it and returning oil to the valve from the base hydraulic line
