When I see someone balancing on a three legged ladder, using a busted extension ladder or just one half of a extension ladder, yes I do something about it. I would stop and ask someone why they were about to jump off a bridge too. What do you do, wait to call 911 after the twit hurts/kills himself or others and runs up the health care, workman's comp and work site liability insurance rates. An ounce of prevention is worth a pound of cure. I also lock the guns in the vault when they are not in use too. Scrapping broken ladders is cost effective and the owner of the wreck doesn't have a leg to stand on. No pun intended. Some people are as dumb as a box of rocks, suffer from false economy, haven't applied 1st aid to some poor smuck who got skewered on re-rod, believe they are immortal or are so intent on the task they miss other important factors. Just ask any one track minded survivor of a ladder to powerline contact.
