Actually, I am not all that familiar with allis's, I would assume that there is at least some sort of screen which sticks up into the tank, or at least it used to have one, it may have deteriorated by now.
Have you tried taking the line loose at the carburetor, and then with the shut-off open, blow into the line, if indeed it is rust that has clogged things up, you should be able to dislodge it, at least temporarily.
