Loss of power in perkins diesel

I have a Massey 590 which has begun to struggle up the gentlest of hills, as if it is pulling a heavy trailer, when it is unladen.
I have checked that the brakes aren't binding (which is what it feels like), and have replaced the fuel filters.
What should I do next
