I have not much experience and do not remember the model but I once bush hogged with an old Ferguson tractor,it had two drives on it. One was powered through the transmission you could leave the tractor in neutral and have your PTO running if the Pto was put in gear.The other setting was something that sounds like what you are talking about in that the PTO would run when the tractor was in motion like it was groung driven. I do not rember how this was done the guy explained it to me at the time. I think it was the same lever that worked the pto one way was power and the other was ground drive and in the middle was neutral.
